Weather anomalies: Why?

The prospect of weather modification is not a new one, but who can dwell on it? Its operation is more than the human mind wants to imagine, much less believe.

Mark Twain said: “Everybody talks about the weather, but nobody does anything about it.” Alas, if only that were true!

The sci-fi movie Blade Runner comes to mind. Now, why was it always raining in that film?
