Shaky Ground?

Louisville welcomed a new police chief, Paul Humphrey, an 18-year veteran of the force, on September 16. He is the fourth person since Chief Conrad stepped down in September 2020. After Conrad came:

  1. Interim Chief Yvette Gentry
  2. Chief Erika Shields
  3. Interim chief Jacqueline Gwinn-Villaroel
  4. Chief Jacqueline Gwinn-Villaroel
  5. Interim chief Paul Humphrey.

Not long after his appointment, Chief Humphrey promoted Major Brian Kuriger to Lt. Colonel, along with 16 other command staff ‘movements’.

Oddly, at a May 22nd all-command staff meeting, former Chief Villaroel announced Kuriger’s promotion to Lt. Colonel. A voice from a virtual location broke in just prior to the announcement: Major Shannon Lauder stated that Kuriger had sexually harassed and attacked her and she could not work with him. Villaroel completed her announcement, and then respectfully addressed Lauder, promising that her complaint would be investigated. The accusation was quickly proven to be bogus.

If Villaroel had paused from promoting Kuriger, and instead had stated that Lauder’s charges would be investigated, she may still be Chief. Instead, after after less than a year as Chief, she was placed on leave and asked to resign after a special investigation by Atty. David Beyer. Beyer, on contract with the Metro Council, accused her of misbehavior. His report states:

This seems to shows the LMPD employees’ job security is fragile.

From written reports that are online it is evident that Lauder was the person with ‘conduct unbecoming’.
