LOUISVILLE, Ky. (WDRB) -- A former clerk at a Kentucky driver's licensing branch said co-workers sold illegal immigrants driver's licenses they couldn't legally obtain, charging $200 per license. Melissa Moorman claims the scheme happened four or five times a day for at least two years at multiple branches across the state. According to a whistleblower lawsuit, when Moorman alerted the Kentucky Transportation Cabinet to the scam, she was fired. "The employees were being paid under the table," Moorman told WDRB News. "I immediately let my supervisor know." Read more.

WDRB has investigated for some time now.

Realizing both Gilbert and Melissa would credit many others for helping to expose the KY Transportation Cabinet (KYTC) drivers license scandal, thank you to all who did.

We count on the media to investigate and report news that affects our lives and security. Citizen safety is widely regarded as the primary role of government in the USA, and our officials ensure public safety, in part, by enforcing laws and preventing crime. So, when such blatant disregard for law and order as the KYTC regional offices selling drivers licenses to undocumented aliens is exposed, we want arrests and prison terms.

Instead, more than ten months have passed since Melissa Moorman sent her letter to those in authority who could investigate the crime she described.

Unbelievably, the illegals were not even required to take a drivers test. Migrants in Kentucky are allowed to use their drivers license issued in their homeland even though they speak no English.

On August 13 Allison Ball politely asked Gov. Beshear for his action plan to address the mess. "As Kentucky's duly elected Auditor of Public Accounts, it is my responsibility to ensure that all executive branch officials and entities follow the law," Ball wrote to Beshear in a letter obtained by WDRB News. "I am writing to formally request an explanation of your action plan to address all of these serious matters."

It's discouraging.

Kentucky Driver License Takeover

AI answers the question of when the takeover was accomplished

The state began phasing out the issuance of driver's licenses by county circuit court clerks in Kentucky starting in June 2021, with the transition planned to be completed by June 30, 2022. The Kentucky Transportation Cabinet (KYTC), an executive branch agency, took over the responsibility for issuing driver's licenses and identification cards, moving the process from courthouses to regional offices. This change was implemented to modernize services, improve security, and address the workload on circuit court clerks, who were not originally responsible for this function.

There are relatively few regional offices considering KY has 120 counties.

Biden was inaugurated as president in 2021 and immediately began reversing many of Trump's immigration policies. Gov. Beshear has held office since 2020. Are there any dots to connect?

There is also the story on Mayor Greenburg launching a Department of Transportation, announced in July 2024. Bill Bell was hired to head the new DOT in early June of this year. Let's hope there are no dots to connect.

There is also the story that WDRB is being sold. Surely, no connected dots!
